Fear Periods in Dogs: What the Developmental Evidence Supports

Almost every puppy guide states the same two windows. A first fear period at eight to eleven weeks, a second at six to fourteen months, each lasting two to three weeks, timed by breed size and hardwired to the point where no amount of socialization can prevent them.
The numbers are specific enough to sound derived from something, in the way that confident developmental claims usually do. This article traces them to their sources, and the two windows turn out to have very different evidential standing: the first rests on real developmental research that says something more complicated than the summary, and the second has no identified canine empirical study behind it. What the adolescence literature does contain is a well-designed study that found a passing behavioral change at exactly the right age — and it was not fear (a pattern of specific numbers without sources that recurs in training literature).
1. What Is Claimed
1.1 The Standard Account
Two discrete fear periods, each two to three weeks long. The first at eight to eleven weeks; the second between six and fourteen months, with small breeds entering earlier and giant breeds as late as seventeen months.
During these windows the dog becomes suddenly afraid of things it previously tolerated, and a single frightening experience is said to have outsized and lasting effects (single-trial fear learning being real, though not confined to any window).
1.2 The Strong Version
Practitioner accounts frequently add that fear periods are genetically determined and evolutionarily programmed, and that no amount of socialization can prevent them.
That is a strong claim about universality and mechanism, and it is the version most likely to be repeated (much as other confident developmental claims are).
1.3 Why the Numbers Matter
If the windows are real and discrete, the advice follows: avoid new experiences during them, protect the dog from anything potentially frightening, and wait them out. If they are not, that advice removes exposure during a period when exposure is doing work.
2. Where the First Window Comes From
2.1 Scott and Fuller
The foundational work is twenty years of research at the Jackson Laboratory, published as Genetics and the Social Behavior of the Dog. Scott and Fuller described the neonatal, transition and critical periods as developmentally defined phases, with considerable variation in their boundaries between individual puppies (Scott & Fuller, 1965, pp. 120–122; with the developmental picture set out separately).
What it documented about fear is narrower than the fear-period account suggests. For example, puppies developed a startle response to sound at a mean of 19.5 days, with a standard deviation of 2.3 days, which the authors used as a developmental marker for the end of the transition period and the beginning of the socialization period (Scott & Fuller, 1965, pp. 120–122). A fear response emerged sometime during the critical period, varying between breeds.
2.2 What That Is and Is Not
An emerging fear response during a developmental window is not the same as a discrete fear period during which existing tolerance temporarily reverses. Scott and Fuller described the first appearance of fear behavior, not a later episode of heightened fear superimposed on a socialized puppy.
The two claims have been merged, and the merge is where the eight-to-eleven-week figure acquires its authority (the same conflation that occurs elsewhere in canine development writing).
2.3 The Modern Refinement
The onset has since been measured directly. Across 98 purebred puppies from three breeds — 33 Cavalier King Charles Spaniels, 32 Yorkshire Terriers and 33 German Shepherds — fear-related avoidance behavior appeared significantly later in the Cavaliers than in the other two (Morrow et al., 2015).
Cavaliers showing avoidance also had a greater cortisol response than those that did not, and breed differences in crouching to a loud noise appeared regardless of age — a reminder that breed shapes the trajectory without determining the individual (as the breed evidence sets out).
2.4 What Follows
If onset differs by breed across a sample of ninety-eight puppies, a single universal window is difficult to defend. The finding supports a developmental emergence of fear that is real, measurable and variable — not a fixed calendar entry.
3. Where the Second Window Comes From
3.1 Nowhere Identifiable
No canine study documenting a second fear period could be identified. There is no paper defining it, no experiment testing it, and no dataset from which the six-to-fourteen-month range could have been derived.
Where practitioner sources cite anything, they cite compilations. One states outright that its timing ranges are compiled from Scott and Fuller, together with two later secondary texts — which is a description of how the figure was assembled, not of where it was measured.
3.2 What Scott and Fuller Did Not Study
The Jackson Laboratory work concentrated on early development. Adolescence was not its subject, and the canine literature has said so plainly: the period between roughly six months and one to two years — depending on individual and breed — is probably the most poorly studied in terms of its effects on adult behavior (Serpell & Duffy, 2016).
That assessment appears in a study which did examine the juvenile and adolescent environment, and which related it to aggression and fear measured at twelve months. Its framing is instructive: the authors treat adolescent influences as a research gap to be addressed, not as a mapped sequence of windows.
Attributing a six-to-fourteen-month window to a body of work that ended well before it is a citation error that has been reproduced for decades (the same failure mode documented for cortisol recovery times).
3.3 The Breed-Size Refinement
The claim that small breeds enter at six to nine months and giant breeds as late as fourteen to seventeen months adds precision to a figure that had no identified source to begin with. It is plausible — sexual maturity does differ with body size — and it is an inference presented as a finding.
4. What the Adolescence Research Actually Found
4.1 The Study
Potential guide dogs were assessed before, during and after puberty — at five, eight and twelve months. The design allows a within-dog comparison across the exact window in which a second fear period is supposed to fall (Asher, England, Sommerville & Harvey, 2020).
4.2 The Result
At eight months the dogs were significantly less responsive to a command from their own caregiver than they had been at five months. Responsiveness to the same command from a stranger improved over the same period.
The effect was more pronounced in dogs whose pre-adolescent behavior indicated less secure attachment, and it had resolved by twelve months — with behavior back to baseline or, in most cases, better (Asher et al., 2020).
4.3 What the Study Shows Instead
This study examined dogs across exactly the age range in which a second fear period is commonly claimed, with repeated measures on the same animals — and the behavioral change it detected was different: a carer-specific dip in trainability, not a rise in fear, not a broad sensitivity to novelty, not a two-to-three-week episode.
A dog less responsive to its owner while more responsive to a stranger is a pattern difficult to reconcile with a general increase in fearfulness. It looks instead like a change in one specific relationship (which the attachment literature would predict).
Worth stating what this does not establish: Asher and colleagues measured responsiveness to commands, not fear responses to novel stimuli. The study does not exclude a second fear period. It shows that a well-designed look at the right ages found something else.
4.4 The Study's Own Framing
The authors present this as the first empirical evidence for adolescent-phase behavior in dogs, drawing the analogy to human parent–child conflict rather than to fear (Asher et al., 2020). The conclusion they emphasize is that adolescence is a vulnerable time for the dog–owner relationship — which is a different warning than the one the fear-period account issues.
5. What Owners Are Actually Seeing
5.1 The Observation Is Real
Adolescent dogs do become harder to handle, and owners do report sudden wariness about things that were previously unremarkable (though owners are unreliable readers of early stress signs). Dismissing the observation would be as wrong as accepting the explanation.
5.2 Competing Explanations
Reduced responsiveness to the caregiver is documented (Asher et al., 2020). Fear learning that occurred earlier can surface later as generalization widens (as the conditioning literature describes). Reduced socialization effort after the puppy phase means genuinely novel stimuli are encountered for the first time at an age when the dog has more capacity to react.
And a dog that has grown large enough for its behavior to matter is a dog whose behavior is suddenly being watched more closely.
5.3 The Differential Nobody Runs
Adolescence coincides with skeletal maturation, and a dog that becomes reluctant, wary or intolerant of handling in this period may be in discomfort (with pain heavily represented in behavior caseloads). An explanation that attributes the change to a developmental phase removes the reason to look.
5.4 Retrospective Fit
Because the second window is defined as six to fourteen months — an eight-month span covering most of adolescence — almost any behavioral change in a young dog falls inside it. That breadth is why the model always seems to fit (the same unfalsifiability problem as trigger stacking).
6. Why the Account Persists
6.1 It Reassures
Told that a difficult adolescent dog is in a temporary developmental phase, owners persist rather than rehome. Given that adolescence is the peak age for relinquishment, a reassuring model has genuine welfare value even when its mechanism is wrong.
6.2 It Is Partly Right
Something does change in adolescence, it is temporary, and it does resolve — all three are supported (Asher et al., 2020). The account gets the shape right and the content wrong.
6.3 The Numbers Traveled
Specific figures with breed-size refinements sound like the output of a study. Once in circulation they are repeated rather than checked, and each repetition adds apparent authority (an asymmetry that also keeps null results invisible).
6.4 The Advice It Generates Sounds Safe
"Avoid anything frightening for two to three weeks" appears cautious and low-risk. Whether it is depends on what the dog is missing during those weeks.
7. What This Means in Practice
7.1 The Risk of Believing It
The fear-period account prescribes withdrawal, and withdrawal is not neutral. Avoiding all novelty during an eight-month span removes the exposure through which tolerance is maintained (with graduated exposure being the supported approach).
It also supplies a reason not to investigate. A dog described as being in a fear period is a dog whose sudden change has been explained away (where a medical differential belongs first).
7.2 What the Evidence Supports Instead
Continue exposure, adjusted to what the individual dog can handle rather than to a calendar. Reduce intensity rather than eliminating experience, and keep arousal within the range where learning is possible (which is the operative constraint).
Expect responsiveness to the primary caregiver to dip around puberty and to recover, and treat that as a relationship phase rather than a training failure (Asher et al., 2020). The dogs in that study came out at or above their pre-adolescent baseline.
7.3 What Not to Do
Do not stop training because the dog is "in a fear period". Reduced responsiveness at eight months was specific to the caregiver and temporary; pressing harder or stopping altogether both miss the point.
And do not escalate. Aversive handling during a phase of reduced responsiveness carries documented costs and lands on a relationship the study identifies as already under strain (with the fallout well characterized).
7.4 What to Watch For
A genuine and persistent increase in fearfulness during adolescence is worth taking seriously precisely because it is not a documented normal phase. That framing inverts the usual advice, and it is the one the evidence supports (with anxiety following its own trajectory).
8. Summary at a Glance
The first window has partial support — Scott and Fuller documented an emerging fear response during the critical period, not a discrete episode of heightened fear (Scott & Fuller, 1965).

9. Research Gaps and Critical Appraisal
Adolescence is genuinely under-studied. This is not a rhetorical point: the canine literature states it directly. A second fear period may yet be documented; what can be said is that it has not been.
One study cannot exclude a phenomenon. Asher et al. measured responsiveness to commands, not fear responses to novel stimuli. A study designed to detect adolescent fear might find it, and none has been run.
The sample is guide dogs. Purpose-bred, systematically socialized and raised under standardized conditions. Whether the same trajectory holds in pet dogs with varied backgrounds is untested.
Morrow et al. covers three breeds and early onset only. Ninety-eight puppies aged four to ten weeks establishes breed variation in first appearance; it says nothing about later windows.
Scott and Fuller is a book, not a retrievable dataset. Claims attributed to it are difficult to check against the original, which is part of why the attribution has gone unchallenged.
Nobody has traced the six-to-fourteen-month figure. Where it entered the literature, and from what, is unknown — and finding out would settle the question faster than another study.
Absence of evidence is not evidence of absence. Adolescent dogs may well show transient fearfulness; the objection is to stating discrete windows, fixed durations and hardwired universality as established fact.
10. Conclusion
The two fear periods are not equally supported, and treating them as a matched pair is the first error. The early window rests on real research that described something narrower than the summary — the first emergence of fear behavior during the socialization period, with onset that has since been shown to differ significantly between breeds across ninety-eight puppies. The second window has no identified canine empirical study behind it. No study defines it, no dataset produced its six-to-fourteen-month range, and the work it is most often attributed to concerned early development and ended long before the ages in question. What does exist is one well-designed study that looked at exactly the right dogs at exactly the right ages, and found a passing, caregiver-specific drop in responsiveness that resolved by twelve months to baseline or better — a relationship phenomenon rather than a fear phenomenon, and more pronounced where attachment was less secure. That distinction is not academic. The fear-period account prescribes withdrawal from novelty across a span covering most of adolescence, and supplies a ready explanation for behavioral changes that might otherwise prompt a veterinary examination. The evidence supports something closer to the opposite: keep exposure going at an intensity the individual dog can manage, expect the relationship to wobble around puberty and recover, and treat a genuine and persistent rise in fearfulness as the signal it is — because that is not a documented normal stage (much as apparent calm is not always what it appears).
